The Baltimore Orioles made their first big move for 1999 yesterday by signing free-agent closer Mike Timlin to a four-year, $16 million deal, thereby either putting Armando Benitez on the trading block or relegating him to a set-up role.

In addition, club officials announced that longtime Orioles favorite Mike Flanagan is stepping down as pitching coach and will be replaced by former Pittsburgh Pirates pitcher Bruce Kison.
