EQUAL will provide Community subsidies for activities proposed by individual Member States, and which the Commission approves as complying with the guidelines it adopted at the end of July. EQUAL should draw on lessons learnt from the current EMPLOYMENT and ADAPT programmes. It is envisaged that EQUAL will be implemented in several thematic areas, based on the four pillars of the Commission's employment guidelines: employability, entrepreneurship, adaptability and equal opportunities.
