Getting serious about Kashmir: It's time for mediation.

Kashmir is the ``most dangerous nuclear flashpoint in the world today.'' Outside mediation to solve the Kashmir dispute is a must, if nuclear-armed India and Pakistan are not to blow each other up. These facts moved over 60 members of the US Senate and House to write President Clinton to create a special envoy for Kashmir. This is a much needed follow-on to Clinton's July 4 mediation between the Pakistani and Indian Prime Ministers that halted the Kargil fighting over the ceasefire line in the disputed territory.
