After months of delays and cancellation, Petroleos Mexicanos (Pemex) seems to have gotten its refinery upgrade tenders back on track.

Pemex revealed late last week that eight companies and consortia from Europe, Asia and North America had submitted bids to perform expansion and modernization work at the Tula de Allende and Salamanca refineries.

A tender for the two projects was actually held six months ago, but Pemex canceled the process after bids were received, saying all offers were too expensive (TOD, 3-11-99, p.5).
