The United States and the European Union issued a joint statement on Jun 21, 1999, during a summit held in Bonn, Germany, regarding Ukraine. Ukraine's transition to democracy and a stable market economy is critical to Central/Eastern Europe's long-term stability and to the entire European continent. One of the top priorities for US-EU cooperation is to help Ukraine achieve this transition, and this is why the US and the EU have been its biggest donors.
