James Monroe, when governor of Virginia, suppressed a slave rebellion in 1799 shortly after taking office. Monroe regarded slavery as a necessary evil, and worked to find evidence that could exonerate the accused rebels and offered deportation as a preferable policy to execution. There is significant evidence supporting the theory that Monroe believed slavery should eventually be abolished.
