The Department of Education's final report on Barriers, Benefits, and Costs of Using Private Schools to Alleviate Overcrowding in Public Schools was released in November, 1998. The report bears directly on the Religious Right's campaign to get governmental support for private and sectarian schools through vouchers. Urban areas were studied under the premise that nonpublic schools could be used to relieve overcrowding in large areas.
