Apr. 30 -- AUSTIN, Texas -- Southwestern Bell cleared a big hurdle Thursday in its race to become the first Baby Bell to enter the long-distance market by winning the blessings of the Texas Public Utility Commission.

"I won't predict, but we're going to try like heck to be first," said Jim Shelley, Southwestern Bell's president-regulatory, Texas. "Our objective is to get into long-distance by the end of this year."
