INTRODUCTION

THE DEBATE OVER GENETICS in the U.S. has seen three historical phases.(1) The first phase during the 1900s was primarily academic and sociopolitical. During that time major scientific developments were made in the field of genetics and much of the theoretical foundations for current developments were established at major universities and research centers such as Cold Spring Harbor in New York.
