Venezuela's President, Hugo Chavez, has demanded that Congress grant him sweeping powers to reconfigure many aspects of the country. Congress gave Chavez some of the powers that he requested, but Chavez sent the bill back demanding all that he asked for. It is unclear whether Chavez is acting in the people's interest or his own.
