THE rule of thumb for members of the European Commission is that they are politicians past their best. That is especially true for commissioners nominated by the big countries of the European Union, which see ``Brussels'' as a toytown or retirement home. There are always exceptions: Emma Bonino and Mario Monti, the two Italians in Jacques Santer's collapsed administration, both count still as rising stars.
