The Middle East peace process in large part depends on the solution to the Palestinian refugee problem. Four theoretical options exist: the traditional Israel plan, the traditional Palestinian plan, a compromised Israeli plan, and a compromised Palestinian plan. The eventual solution must be found in a region that exists between the latter two theoretical options. Perhaps the most difficult issue is defining compensation for the refugees.
