Sixty countries, with the exception of the US, are expected to ratify the Statute of Rome in 1999. The Statute creates the International Criminal Court and bestows it jurisdiction over crimes, namely, genocide, crimes against humanity, war crimes and the crime of aggression. The Clinton administration did not sign the Statute because it questions the legitimacy of the Court and the Office of the Prosecutor. The American negotiating position suspects that the creation of an unaccountable Prosecutor is directed against the president, the cabinet officers, as well as military and senior civilian ...
