State education agencies may be able to perform an effective role in strengthening public education. In Massachusetts the Massachusetts Education Reform Act deals with educational disparity based on diverse socioeconomic backgrounds. However, the process of implementing the act has highlighted the complications inherent. An agenda for state education agencies is presented.
