Police and law enforcement agents must know the criminal provisions under the Fourth Amendment which requires all searches and seizures within the boundaries of reason. In the case where officers have to move or search luggages within a passenger bus, the Supreme Court ruled that there was no violation of the Fourth Amendment because of the meaningful interference with the passenger's possessory interests in the bag. The light touching and manipulation of a bag's exterior is not considered a search and therefore does not violate the Fourth Amendment.
