CALGARY, Dec. 22 /CNW-PRN/ - David Martin, Chairman of Black Sea Energy Ltd., announced today that Black Sea has entered into a framework agreement to form an upstream alliance with Central Fuel Company of Moscow.
Black Sea expects that the alliance will help to facilitate an early resolution to a licencing dispute that has been restricting oil sales from the company's oilfield project in western Siberia.
Central Fuel, owned by the Moscow city government, has substantial interests in both the upstream and downstream sectors of Russia's domestic energy ...
