Dec. 17 -- United Press International yesterday appointed Arnaud de Borchgrave to turn around the once well-regarded international news organization, which has fallen on hard times.
Mr. de Borchgrave, who retired as editor in chief of The Washington Times in 1991, will have freedom as president and chief executive officer to hire and fire staff to reverse the downward spiral at the 91-year-old wire service, a source familiar with the deal said.
