WASHINGTON _ Vice President Al Gore, sketching a framework for his presidential run, on Wednesday took a swipe at the ``compassionate conservatism'' promoted by his potential 2000 Republican rival, Texas Gov. George W. Bush.
``There is a difference between using the right language and seeing the right connections between new policies and progress, between talking about compassion and actually putting your highest ideals into practice,'' Gore told the centrist Democratic Leadership Council.
