THERE seems to be a growing sense on Capitol Hill -- even among some who could be considered friends of the U.S. petroleum industry -- that a relatively simple way to help resolve this nation's horrendous fiscal deficit is to pass a gasoline tax.
It's not a new idea.
Nor a particular good one.
