Lloyd's needs to create a more flexible, user-friendly environment if it wants to successfully attract captive insurers next year, according to several observers who recently submitted comments to Lloyd's about its proposals for captives.

The Lloyd's marketplace is aiming to open its doors to captives for the first time in January 1999.
