The Cardiff European Council on June 15 and 16 took note of the express wish of the future Austrian and German Presidencies to press ahead with the implementation of new provisions contained in the Amsterdam Treaty regarding the environment. While subscribing to the European Commission's avowed principle of assessing key proposals, including for Agenda 2000, according to their environmental impact, the European Council insisted that "a fair balance to be struck in final decisions".
