Fidel Velasquez, the most important man in Mexico,looks and talks like a mobster. His trademarks are the cigar, the baggy suit, the way he mumbles and the dark glasses he wears even indoors. For the past half-century he has been the principal reason for the survival of the Mexican system. "The first thing you do when you're elected president," an aide to President Miguel de la Madrid Hurtado told me a year ago, "is go to the shrine of the Virgin of Guadalupe and pray for the health of Fidel Velazquez for the next six years."
