Glasnost in Poland

THE REAGAN ADMINISTRATION has resumed a policyof constructive engagement. With Poland, that is. Sanctions have been lifted, bans on credits removed, most-favored-nation status restored.

Why? Have Poles been accorded the rights enjoyedby South African whites? Well, no. They don't even have the rights enjoyed by South African blacks, like independent labor unions and freedom of religion.

But there has been a marginal improvement...
