The sugar industry, which is considered strategic because it provides job opportunities and supports regional economy, is showing a decline in productivity. Of the 57 sugar factories existing in Java, at least 27 have to be closed down because their efficiency can not be increased further. Each of these 27 factories has a milling capacity of less than 2,000 tons of sugar canes per day and a sugar production capacity of less than 25,000 tons per annum.
