The Russian Government has authorised the UK-Russian oil joint venture BALKAR -TRADING to export eight million tonnes of crude oil in 1995-96. The authorisation was given in exchange for an interest-free loan of USD 150 million to rehabilitate a combine harvester factory in the Siberian city of Krasnoyarsk.
