Bulk Plants Continue Decline Amid New Regulations, Poor Economics
OSHA's decision could be a critical one. There has already been a tremendous fallout of bulk plants over the past 10 to 15 years. If bottom loading is ordered for all such plants, more closures will likely follow.
Estimates from OSHA predict about 4,000 bulk plants--over a third of those operating today--would be affected by the proposed measure.
The bulk plant population, according to the U.S. Census, plunged from 23,367 in 1972 to just 10,075 in 1982, the latest figures available ...
