July 8: At a press conference, Cuauhtemoc Cardenas, leader of the opposition Party of the Democratic Revolution (PRD) charged that the ruling Institutional Revolutionary Party (PRI) and Michoacan state election officials had falsified voter registration lists and created "a climate of provocation" in preparation for the July 12 gubernatorial elections. According to Cardenas, up to 500,000 "irregularities" had been detected in the Michoacan voter registration lists. Eligible voters in Michoacan number about 1.5 million.
