Summary:

A Directive harmonising legislation on correspondence sales within the Community was adopted by the European Commission on April 7. The Commissioner responsible for consumer affairs, Karel van Miert, attempted to satisfy all concerned, whether it was consumers calling for more protection or companies wanting to regulate themselves. He thus presented a relatively weak Directive, set to take effect on December 31, 1994, along with a Recommendation asking correspondence sales firms to establish a code of conduct.
