After a yearlong battle waged at the highest level of government, a revised extradition treaty between the United States and Britain will soon reach the Senate floor, where its ratification seems virtually assured. Irish-Americans, civil libertarians, jurists and most Democrats on the Senate Foreign Relations Committee opposed the measure in its original form, which would have eliminated the "political offense exception" to extradition.
