TO OUTSIDE observers, Colorado may appear to be ideologically schizophrenic. It has a Republican majority in both houses of the state legislature--one of only 11 such states in the country; a Democrat, Richard Lamm (Governor Gloom, of "duty to die' fame), is its chief executive; its congressional delegation includes conservatives like Bill Armstrong, Hank Brown, Ken Kramer, and Dan Schaefer along with neoliberals like Gary Hart and Tim Wirth, and a plain old liberal like Patricia Schroeder.
