THE ASSASSINATION of Malcolm Kerr, presicent of the American Univesity of Beirut, was a quintessential act of terrorism. It served no rational military purpose whatsoever, but it did advance the classic strategic objectives of all terrorism: to engender indiscriminate fear among a target population and to strike at every institution upholding a society slated for destruction.
