I have read periodically about church procedures, including the Barrier Act. What is it? How does it work?

The so-called Barrier Act is the legislative tool by which The Presbyterian Church in Canada makes changes to its doctrine or to the Book of Forms, the agreed-upon rules by which the church governs itself.
