GOMA, Congo _ When a group of military and civilian leaders began plotting a coup attempt against President Laurent Kabila last spring, they envisioned a lightning-strike rebellion that would bring democracy to Congo and stability to Central Africa.

But since their nationwide mutiny began in this squalid trading town on Aug. 2, their effort has stalled and now threatens to embroil the entire region in war. In addition, the international support they envisioned rushing to their aid has not materialized.
