A study was conducted to examine the relationship between political performance and cabinet instability in parliamentary democracies. Two separate theories regarding the impact of cabinet instability on government effectiveness were proposed. Both theories were tested using the short- and long-run impact of instability variables on success at health care cost containment. Results showed that, in the long run, the problems posed by instability can be sufficiently addressed by unstable systems....
