The Mexican army discovered a secret tunnel that appeared to be under construction Tuesday and could have been used to smuggle drugs and people into the United States, authorities said.
The tunnel, located just west of the Otay Mesa Port of Entry, stopped just short of the United States on the Mexican side of the border fence, said Lauren Mack, spokeswoman for Immigration and Customs Enforcement.
