As part of the president s American Recovery and Reinvestment Act of 2009 (ARRA) recovery zone economic development bonds and recovery zone facilities bonds have been authorized to finance expenditures for the purpose of promoting economic activity within communities.

The bonds are designed to support both public and private development efforts by offering favorable borrowing rates for projects within areas designated as Recovery Zones.
