As Washington policymakers weigh measures for reducing domestic greenhouse gas emissions, the idea of a national carbon tax in the US as an alternative to a cap-and-trade structure has never gained much serious traction.
Recent Senate legislation from John Kerry (D-Massachusetts) and Barbara Boxer (D-California), along with a House bill passed in June, both propose a cap-and-trade system of emissions allowances, while carbon tax proposals from some lawmakers have received little attention from Congressional leadership to date.
