Bill Pierce's engineering business failed due, in part, to his misunderstanding of flextime rules. The biggest cause, however, is the misplaced enforcement efforts by the Dept of Labor. It charged him with labor violations when all he wanted was to offer flextime to his workers.

On a Friday afternoon in October 1988, the telephone rang at Pierce Processing, a small engineering consulting company near Cincinnati. On the other end was an attorney with the U.S. Department of Labor.
