Without Credits, Coke Plant Not Likely.

Jun. 3--If it takes an act of Congress to build a coke plant in Hazelwood, don't look for construction to start anytime soon.

Federal synthetic fuel tax credits dating back to the energy crisis of the late 1970s won't be available for such a project unless coke producers can convince Congress to renew them.

Those efforts are being hampered by differences among coke producers as well as concerns about the price tag for what some consider corporate welfare for producers of alternative fuels of all kinds.
