The development of charter schools remains problematic as a consensus is lacking about the measurement of academic outcomes. Although charter school officials believe that educational achievement is the primary goal, a defined structure for objective assessment remains elusive. Accountability is also difficult, as charter schools are not closed based on inefficiency.
