U.S. district court rulings in August 2007 may clear the way for the extradition of former Panamanian General Manuel Noriega to France. Noriega completed his U.S. prison sentence in September 2007 but remains in federal custody.

Prior to the U.S. invasion of Panama in December 1989, Noriega was dictator of Panama and head of Panama's defense forces. He was forcibly removed from power in Panama by U.S. forces and was arrested in January 1990.
