The 1996 closure of New York City's Fresh Kills landfill on Staten Island has raised both financial and environmental concerns. Estimates show the landfill had another 20 years of capacity left at incremental expense. Its closure is expected to double New York City's disposal costs to a minimum increase of $100 million annually and does not solve the issue of landfill reduction.
