Government officials developing policy in the field of church and state should remember that separationist were in early US history superseding accommodationist arguments and their ideas of government sponsorship of religion. Some accommodationism remains, however, essential to a people which has throughout its history pervasively religious. An interpretation of the Constitution that allows the government minimum religious expression but not state support of religion best serves both religion and government.
