WASHINGTON _ Bilingual education, the latest whipping boy for conservatives, took another blow when the House cut $45 million out of the federal program in favor of Pentagon funds and disaster relief.

The reduction came during the Tuesday passage of a $2.9 billion emergency spending bill aimed toward defense spending that would maintain peacekeeping operations in Iraq and Bosnia and disaster assistance for damages associated with El Nino storms.
