Approaches to regional development dominated the political scene during this period. A sense that Tasmania was losing touch with the mainland states, in terms of improved economic outlook, drove this debate. Tasmania has a very high level of state debt by Australian standards: a higher level of tax severity compared to the other states and territories; a low growth rate and a relatively high level of dependence on, and vulnerability to changes in, Commonwealth transfer payments.
