Andrei Iakovlevich Dashkov arrived in Philadelphia, PA, on Jul 1, 1809, as the first Russian ambassador to the US. Dashkov was the product of a program by Peter the Great and his successors to become familiar with the West, and as such was familiar with the English language, its literature and Western art. He was recalled in 1819 over his protest of a colleague's arrest for rape, but his view of the US as a unique site of personal liberty would affect US-Russian relations for decades.
