Tele-Communications Inc. will spend some $20 million completing a long-delayed fiber optic rebuild of its network in Des Moines, Iowa - a move that it hopes will curb the overbuild fever gripping municipalities statewide.

Moreover, the MSO confirmed last week that it will launch its new TCI Digital Cable programming package in the Des Moines market later this year, and that it plans to move Disney Channel to expanded basic beginning next month.
