Proposed legislation to restructure the IRS was the subject of testimony presented by Tax Executives Institute on Sept 17, 1997, before the House Ways and Means Committee. The testimony focused on the need to look to the substantive issues and to the future and disregard political motives when making changes to increase IRS accountability, expertise, and continuity.
