Secrecy: report of the Commission on Protecting and Reducing Government Secrecy.

The excessive secrecy in government information denies policymakers with information vital in legislating responsive laws as well as in protecting national security and human lives. The Commission on Protecting and Reducing Government Secrecy has proposed that information should be classified on the basis of its importance to national interest. Intelligence agencies also need to focus their resources on determining who should, and who should not, have access to classified information, considering that the Cold War is over and that insiders are the main threat in the 1990s.
