The institution of the pope and his curia has grown over time increasingly into a seat of concentrated power. Yet there is nothing to indicate that Peter was to have a successor. The early church was a loose federation. The organizational philosophy of different popes through history are discussed.

The papal role has grown over time, concentrating ever more power in one man and his "court"--the curia.
